Drainage - Pakenham & Cardinia Shire

Drainage is the whole wall. Everything else is finish.

Almost every retaining wall we are called to rebuild in Cardinia Shire failed for the same reason, and it is not the sleepers, the posts or the workmanship. It is water with nowhere to go. This is the component nobody sees, nobody asks about in a quote, and everybody pays for eventually.

The physics

Why an undrained wall carries double.

Owners hear "drainage is important" from every builder and reasonably file it under sales talk. So here is the actual arithmetic, indicative but honest, for a 1m wall.

A drained wall retaining reasonably granular backfill carries an active earth pressure of roughly 3 kilonewtons per metre of wall length. That is the design load. Now saturate the backfill. The soil itself gets buoyant and its contribution drops to around 1.4 - but water is now standing behind the wall, and water pressure builds at about 9.81 kilopascals per metre of depth, contributing roughly another 4.9 kilonewtons per metre. Total: about 6.3 against a design load of about 3.

That is the whole story of retaining wall failure in Pakenham in one line. An undrained wall carries roughly double what it was built for, every time the clay saturates, which here is every winter. It does not fail the first time. It creeps. Then one October it is leaning 30mm and the owner blames the storm. Our failing walls page covers what that looks like as it progresses.

Cardinia Shire makes this worse than most of Melbourne. Reactive grey and brown clay, generally classed M to H1 under AS 2870, does not shed water - it absorbs it and swells, adding an expansive component that pushes outward on top of everything above. The same wall in sandy Mornington soil would drain itself and never see the peak load. Here, nothing drains unless you build the path.

The stack

The four components, and why each exists.

A correct drainage system behind a Pakenham wall has four parts. This is not a menu. Miss one and the system degrades to the speed of the weakest component.

  1. Sub-soil ag-drain. 100mm slotted HDPE pipe in a geo-fabric sock, laid at the base of the wall on a minimum fall of about 1 in 100, running to a real discharge point. This is the primary path - the thing that actually removes the water. It cannot lie flat. A dead-level ag-drain is a pipe full of standing water, which is exactly the condition you installed it to prevent.
  2. Free-draining aggregate. 20mm scoria or 20mm crushed rock, placed directly behind the wall, at least 300mm wide, carried up the full height rather than stopping at the ag-drain. Not sand. Not site fill. Not the clay that came out of the hole. This layer is what gets water from the retained soil mass down to the ag-drain fast enough that pressure never builds. Scoria is light, drains freely and does not pack down over time.
  3. Geo-fabric separator. Filter fabric between the aggregate and the retained clay. This is the component that gets skipped most often and the reason walls that drained beautifully for six years suddenly do not. Without it, clay fines migrate into the scoria year by year and choke it from behind. The wall looks fine, the outlet quietly stops running, and nobody connects the two.
  4. Weep holes. Gaps at the base of the wall every 1.5 to 2m. These are the overflow path, not the primary drainage - anything relying on weep holes alone is a wall relying on its emergency exit as the front door. Keep them clear of mulch and garden bed creep.

One extra detail worth its own line: cap the top. A layer of lower-permeability soil over the aggregate at the surface stops rain funnelling straight down into your drainage stack. Leave the scoria open at the top and you have built a very effective system for collecting water and delivering it to the base of your wall.

That is the only way every course actually gets aggregate behind it and the geo-fabric stays where it belongs. The soakwell mistake

Why soakage does not work in Pakenham.

This one deserves its own section because we see it often enough that it is clearly being recommended by someone.

A soakwell works by letting water disperse into the surrounding soil. That requires soil that accepts water. Cardinia clay has a permeability in the order of 10 to the minus 8 metres per second - for drainage purposes, that is a wall, not a soil. Put a soakwell in Pakenham grey clay and you have not built a drain, you have built a bucket. It fills during the first sustained rain and then sits full for the season.

That is worse than doing nothing, because now there is a reservoir of standing water sitting in the ground right next to the structure you are trying to keep water away from. The ag-drain dutifully carries water from behind the wall to a hole that cannot empty, and the water table around the wall base rises.

Soakage is a perfectly good technique. In sand. Here, the ag-drain has to run to a real discharge point, and if there is no fall available to reach one, that is a design problem to solve at the drawing stage - with a charged system, a pump well, or a different wall position - not something to paper over with a soakwell.

Discharge

Where the water is legally allowed to go.

The discharge point sets the fall for the whole system, which is why it gets decided at design stage rather than discovered on day three of the build.

  • The legal point of discharge - normally the property's stormwater connection. The standard answer on an estate block.
  • Daylight at the low end of the wall, where the fall allows and the water has somewhere sensible to go on your own land.
  • A charged system or pump well, where there is no gravity fall available. More complex, more to maintain, but better than a dead-flat ag-drain.
  • Never onto a neighbouring property. That is your water becoming their problem and it creates liability that will outlive the wall.

Where the discharge connects into a council system, crosses an easement, or affects the legal point of discharge, the council's consent may be needed alongside the building permit. Easements run along the rear or side boundary on a large share of estate lots in Officer and Pakenham, which is exactly where the level change and the wall usually go. Not a drama, but it belongs on the permit checklist rather than being found at set-out. Stormwater work sits under AS/NZS 3500.3, and the wall design itself under AS 4678.

Two different Pakenhams

Worth knowing which one you are on, because drainage design is not the same problem across the shire. South of the highway - Pakenham South, Rythdale and out toward Koo Wee Rup - is the fringe of the old swamp: flatter, siltier, with a winter water table that can sit within a metre of the surface. There, the wall base can be near or below the water table in a wet year and getting fall to a discharge point is the entire design challenge. North and east, toward Pakenham Upper and Beaconsfield Upper, you get fall for free but you also collect run-off volume from everything above you, so the system has to be sized for water arriving rather than just water sitting.

Worked example

Retrofit or rebuild - 14m in Heritage Springs.

A 14 lineal metre timber sleeper wall at 900mm on a Heritage Springs block, seven years old. No ag-drain was ever installed. The owner found out because the outlet does not exist, not because the wall moved - it is still plumb within 5mm. This is the good version of this phone call.

  • Option A - drainage retrofit. 14m at $220-$380 per lineal metre: $3,080-$5,320. Excavate the backfill, build the stack properly, recompact. Keeps the existing wall, which still has roughly 8 to 18 years in it if the posts stay dry from here.
  • Option B - rebuild in concrete sleeper. 14m at $260-$400 per metre: $3,640-$5,600, plus excavation and clay spoil at $45-$95 per metre: $630-$1,330. Total $4,270-$6,930. New wall, 25 to 50 year life, new warranty.

The gap is roughly $1,200 to $1,600. On a wall that is still plumb at seven years, Option A is the honest recommendation and it is the one we would give - you are buying back the design life you paid for the first time. Had that same wall been leaning 25mm, we would say the opposite, because retrofitting drainage behind a wall that has already been damaged is spending most of a new wall to keep an old one. Does every retaining wall in Pakenham need drainage?

Every wall retaining Cardinia clay does, and that is essentially every wall in the shire. The arithmetic is not subtle. A drained 1m wall carries roughly 3 kilonewtons per metre of lateral thrust. Saturate the backfill and that goes to roughly 6 - the water pressure alone contributes about 4.9. So an undrained wall carries roughly double the load it was designed for, every wet winter, until it yields. Drainage is not an upgrade on a Pakenham wall, it is the difference between a structure and a countdown.

What does correct retaining wall drainage look like in Pakenham?

Four components, all of them required. A 100mm slotted HDPE ag-drain in a geo-fabric sock at the base of the wall, laid to a minimum fall of about 1 in 100 to a real discharge point.
