Cardinia Shire Council follows the Victorian Building Authority guidelines on retaining walls. The short version:

  • Under 1m, no load above — usually no permit required, but neighbour notification (Fences Act) may apply if it’s on a boundary.
  • Over 1m, or supporting load — building permit required. Engineering computations, soil test, and an inspection.
  • Inside the 6m setback — planning permit may also be needed if the wall is forward of the building line on a corner block.
  • Bushfire-prone areas — some Cardinia Shire suburbs (Cockatoo, Emerald, parts of Beaconsfield Upper) require materials compliant with AS 3959 if the wall is part of a defendable space treatment.
